That certainly looks like a Banksy. I hope it's really him, I loved seeing his stuff all over London.
(Yeah, I know that the pic in the article isn't the pic in question.)
I happen to go to Thunder Jackson's pretty frequently, and so I happened to be having dinner there last night (great food, by the way).
So I saw the work-- not completed, mind you, but enough (I think). And call me crazy, but I swear I'd bet an easy benjamin that's a Nick Walker.
It turns out however, that dude who "doesn't like to chat" actually TOLD my friend he's Banksy. Which caused me to opine: "Oh come on... he's just fucking with you."
So now, maybe you tell me, Mr. Hamilton Banksy-Sweatin Nolan--
WAS Nick Walker just "messin around" with his ole compatriot and fellow artist Banksy, or is Nick Walker in fact actually the "elusive" Banksy himself, hmm??

@msanthropic: I was going to mention that. It took me a minute to figure out that the tipster meant "Banksy"...I really thought there was an imitative graffiti artist of hardy Polish stock creeping around the city.
