Last week, we met the uninteresting Bloom couple: two former spies who retired to marry and have a normal life. This week we learned they're not even good spies.

So congrats, CIA, you just re-employed at least one incompetent agent.

Steven's incompetence leaves the bosses no choice but to add Leo to the team. In addition to being the only charismatic thing on the show, he also knows lots of secrets. Turns out there might be another reason Steven left the CIA.

Finally, there's a little something interesting to keep viewers tuning in, week to week. The format of the show appears to be procedural in nature, meaning each episode's plot is self-contained. I'm not passing judgment on the format, but the best procedurals at least have interesting characters and character arcs. That's what Undercovers is missing.
