While ideally the company might "not take a position against unionization" I think "card check neutrality" is generally understood to mean that the employer can still urge employees not to sign union cards, but they agree not to interfere with the organizing process by intimidating or firing pro-union workers, and, most importantly, they agree to bargain in good faith if a majority of cards are signed.
