Agreed, though a lot of the Spaniards and mestizos who were affected might have spent their lives in the New World. I fear Captain Morgan and his ilk didn't necessarily give indigenous peoples and Afro-descendants a pass, either.

Also, every time someone is like why isn't someone stopping them, I plant my head on my desk. There is no government in Somalia. No military. No dictator. They couldn't even get a consensus on Shari'a law and every attempt of putting a mullah in place has failed. This is to say, these people have spent the past 20 years getting by without any outside interference from a government. It's crazy, but most people get by there without turning into pirates. But absent a social contract governing people's relationships with each other, crime will happen.
You want a small, unintrusive government? Go to Somalia.
