    Executive Summary: Island made of phosphates. Mining companies snorted up nearly the entire island. Then the islanders got "swindled" out of the money they made from selling the land out from underneath themselves. They were a tax haven briefly -- $25k to establish a bank, no questions asked. Brief economic reprieve when they agreed to house refugees trying to make it to Australia.
