It's pretty perfect actually. Rice gets beautiful "gifts" because the primitive patriarchal nature of a country that the relatively corrupt and hypocritical American government tacitly endorses sees her as weak and materialistic, able to be bought for a couple of shiny things "like all women". Then after having received these gifts from the dictatorial rulers of these countries that the US tacitly endorses, she has to return them to the federal government, who will then perhaps sell them back to those same rulers for a sum of money that might go towards staffing a hospital that takes care of America soldiers wounded in a fight against terrorist militias receiving full aid and support from the OTHER side of these governments.
