Times New Roman is a very recognizable font. There is a lot of information and redundancy packed into the letters. You can cover up half of the font and still pretty much recognize what letters and words you're dealing with, whereas with Courier it takes a little longer. The same goes for Times New Roman written in upper case. The letters are harder to recognize, partly because there's less "information" and redundancy in the letters based on their shapes, partly because we're not used to reading things written in upper case.

Another issue is word recognition. It’s been shown that people tend to recognize words by their shapes, rather than letter by letter. An experiment that helped demonstrate this took the inner letters of words and jumbled them slightly. As long as the shapes were more or less the same, people seemed to read at the about the same rate. With upper case letters, the word shapes are all more rectangular — there generally aren’t half-height letters or ascenders or descenders. So, word recognition tends to be slower, because the word shapes are more uniform.
