I don't know what this is that she's speaking here but it ain't Irish. And it's not *that* far off from how she usually sounds either. It actually sounds to me like she's attempting to speak more properly than she usually does, trying to hide that working class Jersey accent she's usually got. I don't know why, because her voice is one of the best things about her.
She's also always a little loopy, not just here, as this video proves:

There's a difference in accent between North (Belfast) and South (Dublin). He's Dublin, with the distinct "t"s....
