This is a phrase that really should be taken as an insult at this point, but usually isn't. So yeah, points to Twitter for the backhanded compliment that only so many people are going to see for what it is.

But yes, Twitter itself, for the millions of people who regularly use it, is not obnoxious at all. All it is is AIM in public. Nothing more, nothing less. (And yes, it does support private conversations.)
In fact, it's not even a new idea. Back literally in the early 1980's (before being a computer geek was even cool!), there was this dialup thing called "ddial" that was basically an Apple II computer with up to eight modems so people could just log in and chat in public. Then later, Compuserve started their "CB" thing, which was the same. At some point, these things fell out of favor and forums sort of took over, while chat went totally private. Now Twitter's just resurrecting this idea of public chat.
I think the reason some people think it's obnoxious is because so many people put such importance on the individual "tweet", which isn't really the point. The point is the conversation. Pick any single line out of any conversation and it's going to sound boring and pointless, but it's not in context.
