GSW trauma to brains is very variable, depending on whether it hits important brainstem or mid-brain structures, whether there are major cerebral arteries involved, and whether the hydrostatic forces do a supersonic Waring Blender effect on the soft pink stuff.
Smaller calibre projectiles can go through the calvarium, and knock a piece of bone out of the exit wound, without killing the victim, or even leaving much of a neurological deficit, if the trajectory is just right.
In this type of case, a transfusion would be used to give time to see if surgery would be possible to stop the intracranial hemorrhage and salvage whatever was left of function. The other factor on why the events seem disjointed in retrospect, is that this occurred before most ER's had anything like ATLS trauma training. So getting a skilled surgeon who could assess and treat this type of wound in time was simply not a likely scenario.

The best part of the clip wasn't show though- after being flipped into the air and landing on the snow, he picks up his discarded microphone and says, "That was a bad idea. At Riverside Park, Rob Leth, Global News." And falls back down onto the snow.
He finished his stand up! It's the best part of the whole clip!
