I actually worked in HS sports media for a long time, for years as a media group partnering with a HS athletic association. This has been brewing for about five years.
The issue is the HS athletic associations sign lucrative deals with online companies to stream games and when they can't offer exclusivity to the vendor, it is a breach of contract. The associations will also sell those feeds to TV stations - like the NCAA does with march madness. More feeds - screw up business deals and end up meaning less people at events.
So in essence they are using a business relationship affect what press credentials they'll even approve. It wasn't a big deal when the local paper didn't have a lot of technology tools but now many of them do.
But it isn't just HS - colleges sports info directors for years refused to credential media groups they thought were doing what they defined as live feeds from events. What is happening in WI is the trickle down from the NCAA's marketing deals.
@Charlotte Rae's Web: I remember a similar case where I believe a state athletic association tried to either charge papers for access or ban them outright. I can't remember all the details at this moment, but the basic gist of it was that the athletic association would rather grant access to people who can charge parents for the photo than people who may or may not print a pic of Junior in the paper.
