Games known as "shooters" (eg. Halo, Gears of War etc.), are games where you are likely to see homophobic and racist slurs, but from the players, not the developers themselves. These games cater to an entirely different audience than games like Dragon Age. Shooters are played largely by testosterone-fueled young males - the "frat boys" you referred to. There's nothing wrong with that, but they tend not to be the most politically correct demographic. Therefore these games don't go out of their way to challenge ideas about sexuality. Furthermore these games are intended to just be quick fun, and almost never involve any kind of interactive romance subplots, straight or gay.
Dragon Age, and other games developed by Bioware, are mostly old-school RPGs. Meaning they're largely story-based and a bit less focused on fast-paced action and adrenaline. They tend to be more think-y, and thus attract a different audience, or at least different expectations of what kind of gameplay the game has.
RPG stands for role playing game, and that means that you develop your character as you want them to be, largely through dialogue decisions. This includes dialogue choices with the AI companions that travel with you in the game.
Bioware especially is known for having compelling characters, some of whom your character is able to develop a romantic relationship with. They have these relationships in every game they make, and they had a sort-of lesbian alien in a previous game, Mass Effect. A large number of people (probably mostly gay male players of Bioware's games) were annoyed that there was a lesbian in the game but no option for a male-male relationship. Therefore, Bioware decided to make the three characters with romance possibilities effectively bisexual, so that no player would feel left out, in terms of their sexual orientation.
So the way it is in Dragon Age, I believe, is that whether your character is female or male, they can have a chance to "romance" (which pretty much just means saying nice and/or suggestive things to) up to three characters in their party - two female, and one male. And then after a certain point in the relationship, you must choose just one that you want your character to continue their romantic relationship with.
What this means is, that the video clip above can only be seen if the player deliberately tries to develop this romantic relationship over the course of the game. You couldn't "stumble upon it."
Holy cow, sorry this post got so long. I just wanted to make sure you understand: this gay relationship is in no way a "joke," it is a commendable attempt on Bioware's part to allow all of it's players to do what they want to do in game. I hope I've shed some light on the issue for you, rather than confused you further. :)
P.S. One last note I forgot to mention - Dragon Age is very much a solo sort of game. I would say it would be quite uncommon for it to be played in a "crowded room"
