Well, BLACKOUT credits something like seven or eight female vocalists and at least half of the heavily treated singing sounds nothing like her. I think it's pretty clear she was absent for most of the recording. And, for the type of music, there's not a bad track on it.

Britney Spears™ Music Enterprises doesn't require any participation from the actual, human Britney any longer (participation which, in truth, was probably pretty minimal from the get-go).

Other people write, arrange and produce the music, choreograph and direct the videos and sample and auto-tune her voice to the point that what appears makes it onto the record probably has very little to do with what came out of her mouth. All that's been left for her to do is dance and lip-synch to her music on stage once in a while, and get filmed in videos. The former is now history since the VMA debacle, and now they've removed the latter, too.

I'm guessing they don't really need her to sing these days, either; her voice is probably sampled and encoded to death through banks of computer/synthesizer equipment, and they can probably make her "sing" whatever they want at the touch of a button.

So now she just gets photographed by paparazzi. That's her job. And maybe listens to "herself" ont he radio once in a while, or - now - watches her cartoon self on TV.

It's good to remove the actual, human girl from a money-making music enterprise like this. Much less messy, and more efficient.
